I've been playing for over three years, occasionally argue with enemies and allies alike in the game and mild taunts when I'm bored.

I've never suffered so much as a chat restriction or even a warning.

They aren't hard to get if you are a toxic player or using third-party software, but they are easy to avoid if you behave like a decent person (or at least avoid toxicity/trolling in chat or the game itself).

It's incredibly easy to not get banned. You basically just have to not be a dick to people and you're fine. Oh yeah, also never share your account with anybody or even test out scripting tools or other 3rd party programs that violate Riot's ToS.

They're actually rather easy to get in some cases.

Just behave properly and not get caught up with your emotions (or at least don't vent in chat and just do it outside to yourself), and you will be fine.
