There needs to be a way to deal with champion select trolls.
Earlier, I played with a guy who declared that he was going to take top or jungle. He was Support. Luckily our top laner was willing to Support, but predictably Top lane ended up going 0/12. He spent the entire game flaming the team, which was our luck since that means the report system'd go into effect.
There are three ways to deal with a troll in champ select, who decides that he does not need to abide by his given role:
- You dodge the queue. Whoever does, you lose LP and, get hit with a time penalty.
- You ignore the troll and still select your role. You now have two in the same role and are bound to have a bad time.
- You suck it up and play the troll's role. You're now in a role you did not select as if you were auto-filled.
In two of three cases, the troll is rewarded: they get to play the role they want and successfully bypassed the system, or they got another try at their desired role after you dodged, which doesn't harm them whatsoever.
Ultimately, you're meant to report the player. If you didn't dodge, you can do so in the end-of-game screen and hopefully the system is able to recognise the jerk move.

You could use, for example, the following system:
During champ select, but before the game has started, players are able to right-click a player's portrait/champion and 'flag' them for refusing to comply with their role. If a majority of the not-premade players flag that player, he will get a pop-up:
> I agree to play the following role: [insert role matchmaking assigned him here]
If they refuse, they are eliminated from the queue and penalised. If they agree, then the system monitors whether he actually does. If it determines before x time that the player does not abide by their role (using whatever conditions and standards Riot chooses to apply), it prompts the remake request. If it was triggered in this way, it punishes the player that refused to play their role.
So if I get Support, I grab Ignite, I grab Flash, I pick Zed and I go mid lane and never attend the bot lane, the system could determine that I am indeed a troll and eliminate the game (or offer the players to have the game eliminated).
It's a system with multiple checks, and it does not allow players to abuse it: if you got Jungle, then it's impossible for players to bully you out of that role through abusing the system. It requires a majority, so that one upset player can't get you in trouble. Finally, it does actually check in-game actions to determine whether you're actually being a jerk.
Other options are of course possible, but I don't think we should remain as we are where people have free reign to refuse to abide by their assigned role. If successful, you could expand such a system to other things, like flaming in champ select.
It's ridiculous that we have to put up a minimum of 20 minutes with someone's behaviour in order to get them punished for their actions.
