Do you think Riot will uplift permanent bans?

I think that if Riot were to re-create a new system for handling behavioral issues (which I doubt they would), they should uplift all the bans that were justified but not terribly bad. Let me explain. Some people are banned for using racial and homophobic slurs, hate speech, and overall unnecessary verbal abuse. Those types of people should NOT be unbanned. However, there are big, long term fans of the game that have supported it since the beginning and gave Riot their money and showed the devs lots of support. They are human and still can get carried away and possibly get banned. Those type of people should get a 2nd shot on their old account if Riot miraculously were to change the system (again, I doubt they will ever do that). The way I suggest it to work is that anyone who wants to get their account back, they can go to Rito support and ask them "I heard you changed the system blah blah blah I was hoping you could review my chat logs and see if I was a good noodle or nah blah blah blah." I think getting banned for saying "stfu", "idgaf it's norms let me have fun", or "fuck off" are examples of the system being extreme. I understand all the gobble-ty gunk about "you get warnings from chat-restrictions and 14-day bans and anything after those warnings are well deserved" blah blah but WE ARE HUMANS. Not even Riot Support employees are perfect at keeping their temper, whether it be in-game or IRL. We are given warnings but the power of emotions are too much to control and most of the time, we break. Again, I doubt this will ever happen because Riot money hungry. Why give people back their accounts when perma banned players can make a new account and re-buy all that shizzzz again? Just a suggestion if Riot ever decides to accept the fact that people are EMOTIONAL.

Permanent means permanent. The only time Riot unbans a player is when they've made a mistake on their part.

This is not true at all. Most players who are chat restricted don't receive a worse punishment, if I remember the statistics correctly. Plus the occasional outburst doesn't really hurt you that much if it isn't severe.

What DOES get you punished is huge outbursts or consistent outbursts, and that's something that a player needs to find a way to deal with themselves. Sure, emotions can be difficult to control (not impossible though), but taking the extra step to type them out in League and hit send is something manageable. Shout or curse at your computer. Destroy a stress ball. Punch a beanbag chair. Emote away. Just don't bring that into League chat.

Again, I doubt this will ever happen because Riot money hungry.

I'm sorry, but that's a conspiracy theory. Banned players don't make up anything CLOSE to a meaningful income stream. The reason players are banned is, simply, that they have a history of making games less fun for the rest of the community.

Riot also did attempt your suggested "have player support see if you were a good noodle" thing a few years back, and the failure rate -- even among individuals hand-picked for their commitment to reforming -- was astoundingly high. High enough to get the program canceled, actually. I'm not saying that NO ONE is able to reform, but on a scale like Riot has you can't really have a shifting scale like that or you end up with problems.

There used to be a system a long, long time ago, where people who made a secondary account after being banned, if they showed reformed behavior, would get their original accounts back. I think they had to level up to 30, whilst showing reformed behavior (leveling to 30 took much much longer back than then it does now), and of course, not showing any toxic behavior. At least... I think that was the way it worked, if my memory serves correctly. I'm pretty sure that was the general gist of it, anyways.

Either way, this ended up being abused, with many people who got their accounts unbanned after showing reformed behavior, falling back to being toxic again once they've recovered their account. So they ended up not doing that anymore.

RIOT tried some years ago to lift perma bans on players, in hopes they would reform. They implemented chat restrictions to them at the start in oder to make them slowly adjust again. That ended up being a huge failure in the most part. Aside from, maybe, a handful of players, most of the previously permabanned players were acting exactly the same. And because their chat was restricted, they used other means to be toxic. And yes, we are all supposed to be humans and humans are supposed to make mistakes. The difference is if someone learns from their mistakes and doesnt make them again or just simply continue on doing them. The first chat restriction is like saying "Dude, what you are doing is wrong, try to change it.". Some people learn from it, some others dont and continue to the permaban. If you are getting frustrated over a game, its not the game's fault nor the other players' for making mistakes. You probably have other issues in your real life and because you dont deal with them fro any reasons, you put your anger in the game and other players. Learn to deal with your real-life issues and not take it where people wont to relax and have fun.

When league declines and they need customers back they will prob do it. Sadly that is probably years away.

No, unless they find the ban in question to be wrong they never will, sorry.
