Punishments for feeders?

There needs to be a real punishment for people who feed. There is no reason for an annie to go 3/13 or a ryze to give up a tower within the first few minutes because he is mad at being the first death, and etc. These people are the plague of bronze and literally the reason why others are stuck in this rank. I'd like to have an enjoyable time and work with a team of people who try their best to defeat the opposite team, but what I am getting is far inferior to that experience. I don't know what other people's views are, but please voice them. If you have any tips then go ahead and comment that too. Thank you.

Please, no matter how much you want to leave the game and move on, take the time to report these people with detailed comments so Riot will take a good hard look at it. That's the only tip there is. This is only for intentional feeders though.
