I thought hate speech was against the rules... I've had people calling me racial slurs and other words that would fall under "hate speech" and yet they're still playing the game a week later after I report them. I thought Riot had a zero-tolerance policy against stuff like that?

My guess is that, if their account has a completely clean record before that, they may just get a chat restriction for the first offence.
They do get banned.
Most of my reports result in bans.
