a person of the same age, status, or ability as another specified person.
Note the operator OR in the definition. Someone does not have to be the same age of you to be your peer - merely being of the same status/ability would be sufficient. Given that behavior is judged based on the desired behavior from other members of the community, they are your peers by definition when discussing a punishment/report.
That being said, being "judged by your peers" only has merit in a legal trial - not in a video game punishment. As far as I have seen, Riot does not use "judged by your peers" in their messages. All I've seen use "other players", not peers.
Peers in this instance means fellow players. We are all peers in that aspect, no matter our age, rank, or experience. Everyone deserves a fun gaming environment, and our opinions on what constitute that all matter -- this is why the system learns from what players report, takes the behaviors they find problematic, and acts upon them.
