How about working on levelling up you "raise morale" skill instead of depending on Riot to smack people over the head? There will always be Negative Nancy's and reporting them won't do shit, but if you're not doing anything that will actively try to raise morale, the game might as well be over. Wins don't fall out of the sky. One must be ready for them and catch them. Getting dragon is a good morale booster. So if you're down by 15 kills by 30 minutes, try taking the reins and calling out preparations for claiming dragon and then making dragon the sole focus of the game for the next few minutes.

Or if you need to wait for that Leblanc to fuck up her combo while sieging, just say so in chat and make sure everyone knows who to collapse in on when they make a mistake.

I guarantee you this will come to bite Riot in the ass because more people will start filing more bullshit reports because what is 'negative attitude'? I can tell you right now, 'giving up' is too myopic and 'griefing' has nothing to do with having a negative attitude.
