Withholding borders and showing that to your team to people with restrictions has made people gang up report on me in pretty much every game i've played so far, even when I say legitimately nothing in chat. it's a real fun time.
If you never said or did anything to warrant a restriction or a ban, you won't get one. So don't worry about it. It doesn't matter if someone reported you, the system ignores false reports.
The borders can't be handed out all at once because of how many players are in the system. They are being handed out in waves so some people may get them before others.
The rewards will all be handed out before the end of day, November 18. Until you receive your season rewards you may see last season's borders.
