Nope. He's permanently banned. Any new accounts he creates will be banned as soon as Riot gets knowledge of it. Riot and the community at large do not want Tyler1 playing League again.

I'm surprised that there are people on this forum who still defend Tyler1 and are quick to shoot down any others who do not agree with them even though Riot explicitly said that he was toxic and do not want him associated with the game at all.
