What's the best way to reach out to a Rioter to ban players?

I just got trolled very hard in ranked.

Blitzcrank followed Master Yi the entire game, preventing him from farming and playing. He refused to play, harassed his team verbally throughout the game, just following around Master Yi. Also ruined lane for Morgana even though she told him repeatedly to leave her lane. He refused to do so.

Kalista also trolled the game. Refused to leash for Master Yi, kicked Morgana out of her lane, then refused to play 3 min into game (afk). Also trolled throughout the game with Blitzcrank.

These two players should be permanently banned for their misbehaviour.

What is the best way to get a Rioter to get them banned? I submitted support tickets but I don't know if they'll actually watch the replay that I sent.
