Queue Dodging Increase? - RGM

IDK if anyone else has run into this, but I just spent 15 minutes trying to get into a Nexus Seige game and I FINALLY made it in after 6 dodges. Was wondering if anyone else has had this problem and if its intentional dodges or a client issue?
