[Gameplay] Buying completed Mercurial Scimitar Resets QSS cooldown

. This is the first time I've noticed it, but I don't think upgrading items is supposed to reset cooldowns?

In a way it technically would be a different active because Mercurial provides movespeed with the cleanse but at the same time it's the same active from the base component so... I dunno. Trying to apply logic is hard.
