I check streams and the boards occasionally to gauge the state of the game.
Judging from pro streams and these boards, it would appear that things have become drastically worse over the past few months.
For those that have been playing recently, has the game improved or degraded?
To be clear this isn't a question of if you've had fun. Some people have fun no matter what. Its a question of game quality. Do games feel consistently competitive.
Definitely subjective. Personally, I've had more fun this season than in any other recently, because it feels like there's more room for experimentation and success with odd things. Others have a dramatically different response. The best bet is to start up a few games for yourself (without preconceptions would be my recommendation) and see if you're having fun yourself.

I've had a lot of fun this season and am looking forward to next season. That said, the overall feel of the community is far worse. I have no sense of comradely with my allies. No matter how friendly we start off it always turned bad. I honestly cant even enjoy winning with how often I have to mute my teammates, not because their flame bothers me but because the temptation to reply is so strong. I seriously credit Leagues drop off more from player behavior changes than any gameplay changes they've made. I'm just waiting to hop to the next game tbh, I've lost faith in Riot's ability to understand what the playerbase wants and expects (outside of thot skins).
everyone and their grandmother is broken, so technically speaking its the most balanced meta we've ever been in
In my opinion, this season was fun because you had a lot more freedom. Some people think that it's more fun when everygame is identical so they complained, I don't really understand why people say this was the worst season when it was probably one of the most fun. (I've been playing since season 2(or 3))
