How come players who haven't been banned can't receive hextech looting?

Even a chat restriction(s) means you can't get the loots from matchmade games? come on that's not even close to fair. like ever??? No chance for somehow making it up? I mean this is the perfect opportunity it seems to justify a player actually improving their behavior. But I honestly even forgot that I had chat restrictions. Because they get handed out for saying the littlest kinda stuff automatically. Stuff that really isnt detrimental or wrong to say.

Is this just a seasonal thing or like permanently I can't ever gain hextech crafting keys or chests from games anymore...? I can't even gain mastery points anymore. what the heck man? I was really looking forward to hextech crafting and I don't recall seeing on the site detailing about it not being available to those who received chat restrictions.

Man, if that's the case league has become the game where you should just mute yourself and everyone in every single game because it's not worth not having some of the fun elements available to you if you get a restriction somehow. Like whats the point of a chat system anymore if that's what it causes? Especially in low elo where ragers are frequent...

It was said months before that people with restrictions and so on would not get the loot

You can get them it will just take some time for the system to confirm that you have completely reformed.

We're working on putting out a better explanation for this. For players that are punished by the Instant Feedback system and work off the punishment, they will still be restricted from earning Hextech chests or keys for a period while the system ensures that they have reformed their behavior. There is no fixed interval here - if you continue to play with sportsmanlike behavior, you'll eventually get back into good standing. We're looking into making a player's status more clear/visible to help avoid this kind of confusion.
