Is this a punishable action?

Just had a vayne on my team that got left alive alone right next to the enemy nexus with more than enough time to kill it, but instead chose to attack minions and blatantly refused to attack it, we lost because of that (Even talked shit in post-game after the fact) Just wondering, is that considered a punishable action?
