Not quite toxic, but it is reportable. Calling another player toxic or asking for others to report them is considered harassment, and the latter of those two (calling for reports) is essentially useless as it only takes one report for a match to be reviewed.

I think it is if the behavior isn't super flagrant toxicity, it might count as harassment. You might be misinterpreting the behavior or it might be quite mild in some cases so the other player would find it really unfair that you'd single them out and try to get the team to gang up against him/her. If they start swearing, calling you names, stuff like "x is a shit player and the whole game is his fault. just uninstall or stick to bots!" etc. then I suppose it's more OK to ask for a report since there is little ambiguity about his behavior.

On the other hand, if he says, "we need you with us and you need to actually hit your ult." that's not really toxic even if it may feel that way while you're in the game and being criticized. On the other hand, is there really a point to ask for a report if the behavior is obviously toxic to everyone? Not so much... A better way is probably to just tell them something like "just let me enjoy the game and let's work together for the win" etc. This indicates to the team that you want the behavior to stop and wish to win so if the other player continues the bad behavior, it's already going to be on people's radar and they'll likely report.

I don't think so, but that's just my personal opinion. The enemy team can't see your chat, so sometimes ya gotta tell the others what's going on in order to get a really aggressive/toxic player looked into by Rito.

Yes it is. There is no question if something is reportable or not, or personal opinions etc. The question is, if it is punishable, and the simple answer is yes. Riot will punish you , for the simple reason that it is unnecessary harassment of another player. If you report them, the game will be reviewed. IF any other player reports them also, it will do absolutely nothing. The game is already flagged for review, and there is NO counter in place that counts the reports per game and affects the outcome of a punishment.

The question whether something is reportable is always true, the word itself means: Am I able to report that? Well, yes you are. If someone takes 1 cs from you, you can report that. Now whether that report will result in a punishment or not is a different question, but in general, it is reportable as you are able to report it.
