Reporting a player outside of end game lobbyy

Is it possible to report a player without being in the end game lobby? I just dealt with an incredibly toxic player in champion select because he had a problem with a person from the last game who also happened to be in the lobby. I recorded the chat, but don't know how to send it.

https://support.riotgames.com -> send a ticket -> general game questions -> account management (or something like that). Attach the chat as attachment.
