Every single weekends 90% of my ranked games have a troll or 2 in them. Like one that I just dodged, which had a lee supp with heal ghost. And I don't want to have to go through this no longer. Not fair to people who put effort into this game, idk if there's anything that can be done, but yea.

I'm going to be honest, you shouldn't (and I don't) play ranked from Friday at 5:00 p.m. until Monday at 5:00 p.m. - All Normal all weekend. Bump it up 24 hours for 3 day weekends. There are just too many people who like ruining your day. At least in Normals once the game ends, so does their effect.

silver 5-3 is brutal because you have all the people who think they deserve better stuck there and the novices that default rank into that division.

Nothing can be done because its not against the rules to play off-meta champs and summs. Although I've had my fair share of troll picks in ranks, like support J4 with ignite flash, I have to admit I've had cheese picks come out on top in the past.
It really comes down to one thing: Is the player legit trolling, or is he actually very proficient with that specific setup.
People complained a while ago when some people experimented Vayne in the jungle, but my personal experience tells me its not all that bad if the player actually knows what he is doing. You should trust the troll sometimes.

whats wrong with lee sin support? though flash would be a much better option for lee, but that is a separate issue.
