punishment for dodging unfair

I just lost ip and caught a half hour queue timer for dodging a game. I did it because we had a mid lane who banned the pick of our top lane, laughed about it, wanted to play darius mid and then told the team "**** you i do what i want". I feel like I saved my team from this obvious troll who was able to ruin the game experience before the match even started. This is grounds to punish me? While at the same time, this player was able to just move on and troll the next team. I can understand the need to try and prevent dodging but sometimes it's called for. What I would really like to see is a way to vote someone out of your team and then you don't have to be punished for someone else being like that. Would love if I could get a dev to chime in on this because it isn't the first time and I can't see myself continuing to play a game that punishes me for doing the right thing.
