Because requesting that someone to actually end their own life is a bit worse than just calling them trash, yes.

This is flatly incorrect. Highly aggressive flaming often results in escalated bans, sometimes directly to the 14-day ban level, and each subsequent punishment is less and less merciful. We see this in action on the boards over and over and over.

You are judged solely for your own behavior. Nothing they do or say makes you tell them to kill themselves, and so the responsibility for those words is still entirely your own.

The logic there is that u can flame someone alot probably make someones game a misery to a far point or even many people but if u say kys 1 or 2 in a post game lobby u instantly get 14 day ban. If you're referring to Riot as "god" here then no, their punishment system works in extremely predictable and reliable ways.

I'm aware that there are things that some people consider worse, yes. The reason KYS because such a zero-tolerance thing, however, is that it was one of the most reliably reported phrases and one of the ones that bothered players the most. The system learns, and what is learned is that League players consider it completely unacceptable.
I'm not saying other toxic behavior isn't also bad, and this is why excessive toxicity can result in an immediate 14-day ban. Between low instances of "you're trash" and "go kill yourself," however, the latter is far worse. Hence why the latter is zero tolerance, and the former is dependent on frequency and severity.
