Punishment System Nonfunctional?

This player has apparently been repeatedly inting fairly consistently. Does Riot no longer ban people for this? I did my patriotic duty and reported him to try and keep him out of other peoples' games, but it looks like this is acceptable behavior.

from the looks of his score, just looks like hes bad and tilted.

Can't say anymore cos we don't have more info.

I only see one game of him obviously inting, the most recent one, which he may have been punished for.

He has bad scores in some others, but nothing that says he is running it down mid.
