Why someone that its crystal-clear that trolls (eg. Running down lanes) gets away with it and deserves second and third chance?

cause inting requires manual reviews. and riot rather invests their time and effort into TT LUUUUUL yes i said TT not TFT

It takes time to review reports. Sometimes the system can instantly punish INTers or throwers, but most of the time it won't be instant. Report them afterwards using the report system at the end of the match, or if it's a REALLY obvious/gross case of inting or death threats or something else extreme, then you could also take screenshots then open a ticket to insure manual review....but even that will take time. This is a popular game, with millions of players all around the world and a TON of reports sent in every day.....
