In League of Legends, the forest fire is called "toxicity". This is a message of self-awareness. You can't control other peoples will. So focus on the will you can control, your own. If you allow yourself to tilt, you will very easily tilt. If you are steadfast in will power, you will not as easily tilt.

Prosecution does not prevent forest fires.

IFS does not prevent toxicity. IFS judges PRE-EXISTING INSTANCES OF TOXICITY. The damage has already been done by the time the IFS has even gotten a whiff of toxicity.

Mature and heroic people prevent forest fires.

"Mature people" are your "average person". "Heroic people" are your "honorable person".

Well, first thing I notice is that average and honorable are receiving the same rewards. The people fighting the fire are getting equal recognition as those that refrain from starting fires.

This is because IFS does not consider positive behavior. In fact, IFS ignores positive behavior. IFS is terminator, one mission, destroy toxicity.

So then, we would hope honor system could pick up on some of this positive behavior. It doesn't. Honor system is a passive system. It counts number of games played and number of honors received.

Basically, there are currently no systems checking for positive behavior. Can't reward positive behavior if you never acknowledge its existence. (Actually there are systems, technically. For example, team moral rewards positive behavior. Team moral isn't a Riot designed system though.)
