Does Riot check after game chat logs?
We had an AFK and the enemy morg kept talking massive shit about me cause I asked for them to report the Kat. Morg was being extremely toxic so please do something about that. Thank you.

The Instant Feedback System is unable to check lobby chat, but it is still saved and can be pulled for a manual review; just annotate in the report description that it was in the lobby.

Technically yes, effectively no. It will eventually cause a manual review if he gets reported for that tons of times, but it's rare for pre and post game trolls to get in trouble.
pretty easy to include it, hit print screen, open paint, hit paste, post to postimg.org and link the picture in the report
