Does Riot still let you know when a player you reported has been banned?

I remember once when I reported a player for being really toxic, not long after, he/she was reviewed and I was sent a notification saying that the player has been dealt with blah blah. Since then I've encountered toxic players 50-100 times worse than that person, reported and have never seen that notification again. Are these players getting off scott free? I can think back to about 2-3 days ago when I was in a ranked game when two players had their clan name as IH8BP (I hate Black People) and when I read it I asked them why and then they asked if I was black. I said yes and then they proceeded to calling me a coon, ni**er, monkey, dirty, etc. Ofcourse I reported them both with detailed descriptions but I haven't heard anything about it since then.
