In a thread, they report him for picking Fiddles support, which isn't a reportable offense. You can also see a certain comment from one of them specifically saying he reports all supports such as Brand, Veigar, and Annie because, direct quote here, "Because if DMG is all you can do and call that "supporting," you are not support. You are just another DMG". Can't he be punished for all these reports?

Anyone can report for anything. Its been stated by Riot before false reports do nothing though.
depends If they just do it privately or in game where it can be reported
..I don't know whether or not anything happens to someone who constantly false reports "privately" though. maybe they have a hidden accuracy meter that assigns "weight" to reports based on the outcome . - that is just thought I don't know if that exists or not.
personally i would like to see an accuracy meter .. even something completely general like 95% of your overall reports were valid and action taken
