Is it against the rules to take your junglers level one camps. I just had a karthus in a ranked game spend more time taking my jungle than actually his own farm setting not only himself behind but me behind as well. The enemy neeko was level 11 when he was level 9 because of how far ahead she was. Like the karthus wasnt even shoving his wave he would just leave take all of my jungle and come back and act like he didnt do anything wrong. Riot can we please add a safety lock do this or something because this is the most annoying thing to deal with.

Granted I could have dealt with the issue a bit better myself, I got a little toxic but thats because my entire red side jungle was gone by the time i got there because of the karthus setting me way behind.

It's not against any rules. It's mainly just a rude and clueless way to play.

Karthus is the last champion I'd use to mid, but camping the turret and slowly leveling up is still better than stealing xp from your jg.

Depends.

Jungle camps itself doesn't belong to anyone, so anyone can take them. This applies for lane minions as well.

Its possible that the player saw some old videos about mid lane taking Raptors and wolves in order to gain a gold lead over the opponent, but most people can't execute that strategy properly and it ends up making them look like a fool.

So the act of taking jungle camps alone is not punishable but if the intent is to purposely cause grief towards others, then it is.
