Is there anything I can do to make sure intentional feeders get a punishment?
It feels like reporting is just a placebo and does nothing meaningful towards punishing intentional feeders and other trolls...

Reporting them isn't a Placebo. It does help. It could be that your report wasn't the proverbial "Straw that broke the camel's back" but it helps.
Reporting for unskilled, which did exist, WAS just Placebo. Hence why it was removed.
Do you have any way of knowing if an int feeder got punished when you report them?
outside of you being the very last report, no.

Intentional feeding gets punished extremely quickly, more than any other activity in the game. See: Shaclone getting banned on stream.
