Uneven match makeing

So has riot ever though about the idea of even lobbies , I cant not recall the amount games I have been put in with players that are brand new , don't know what adc is , or just plain bad . I wish riot would put some time into matching match making a bit more fair . I feel the problem is even worse on ranked . you might think after going through 30 levels everyone would have an understanding of how to play the game but I bet there is plenty of people that can speak for me when I say 80% of rank playing is retarded , how is someone suppose to get ranked when 5 matches in a row you get matched with a team that feeds or someone trolling cause they didn't get the spot they wanted . is it too much to ask for a team that knows what they are doing . maybe a more structured matchmaking system would help because there are too many players that should be put back at level 1
