Refund Issues

As a League player for many years I start to notice myself purchasing things I don't want and using my refund tokens. In every players account you will find these tokens which count three in total. These tokens are usable only once and no more can be earned. This seems like a small flaw because everyone makes mistakes and three for a lifetime seems a bit too constrained. I believe that RIOT should allow users who have had their accounts for a year should have their refund tokens... wait for it.... refunded. It seems only fair that problems should be fixed and not just until tokens are up. If there was a "refill" players could fix their prior mistakes and purchase what they would like. I have recently purchased a new champion using IP and then bought the bundle using RP and was charged for the full bundle price? How can this be? I have already owned the champion... and the problem can only be fixed with tokens, so why not give the community more? its not like they haven't already purchased their RP.
