Worth getting to level 30?

Level 8 account right now

Having some issues. Taking 5-15 minutes to find a match. Half the times I do find a match, the server connection is funky and it takes ages to load the game (everyone sitting at 100% for ages)..

Now when I do get into a match, there's always bad team mates. Usually on both teams but sometimes only one. When I say bad team mates, I'm talking about obvious botters, intentional feeders and AFKers. It's not really a fun experience. Winning when the enemy team has an AFKer and an intentional feeder is not fun. Winning because the enemy team has 3 botters on it is not fun. Losing under these circumstances is also not fun.

So I figured the game's population was dead and not really worth playing but then I realized that maybe it's just at my account level. Is it only matching me with people around my level and does it get better at higher levels? Or is it like this at max level at well?

I really don't want to play with botters the entire grind to level 30 just to find out that it's the same at higher level. XP gain is extremely slow and coupled with the long queue times and poor matchmaking... I just want to know if the game is the same at level 30 before I continue this grind or if it gets better at some point..
