blind mode chat blocked?

I dont know why i get blocked from chatting by calling my lane 2 times, but this is bs. if i call mid after someone calls mid and i have to change my lane, i have to wait for other guys to take my other lanes i want to play. idk if this is a bug or a punishment or some system u made, this makes me really sick...

it randomly happens sometimes but undoes the block shortly usually. I dunno the cause of it.
