Story/ Suggesstion to Riot

I don't know if this is just a stroke of bad luck or a reoccurring problem people are facing, but I'd thought might as well make a discussion so hopefully someone at Riot will look into this.

I was in my promos to get in Silver and had won a game, lost a game. So I still had a good amount of leeway. Third game came around and unfortunately encountered someone who didn't communicate with our team at all, but later stated he needed to use google translate a lot so it seemed okay but in the end, the no support cost us the game. I did however report for refusing to communicate the team as he later blamed everyone and never onced talked till towards the end.

So now i won one, lost two, thus I needed to win my next two in a row. Not too difficult. However, turns out that same person came up again and autolocked jungle. As the game went on, he didn't talk yet again but towards the end he started flaming and it was apparent he lied about needing to use the google translate thing. What kept cycling through my mind was "I reported him last game. Why did I get paired with him again?" I don't like to think negatively in a game but that thought just wouldn't stop.

Ultimately, this led to me losing my promos. That wont stop me from playing or anything (gotta get to silver. Got a bet, if I don't get to silver I have to admit bulbasaur > mudkip), I'd just like to know if you guys have ever had an experience like this. Hopefully Riot will see this and work in making sure players you report don't end up in the same lobby, especially in promos where it counts most.
