How long does it take for skins to get released after a patch?

During each patch that skins are released, it says at the bottom of the patch notes that the skins will released some time during the patch. I don't usually follow skins, but I am curious to how long it takes. More specifically, do the skins come out the day of the patch? I am specifically talking about the three new PROJECT: Skins that are coming out this patch in 6.15

It will come this Thursday if we go by when the dark star skins came out (6/16) to when the update was (6/14) as well as the pool party (7/14 update was 7/12)
