New way to eliminate "AFKers" in ranked

Lets say you have this person who says "Mid or afk" In champ select as last pick. You give him the spot or you don't, no matter what, the guy ends up feeding 0/10 then afking usually before 10 min mark. I have an idea to elimitate this. If a game has an afker who actually is afk or dc'd, the game shouldn't count for the people in that game, it shouldn't lower the IP or make you lose a series. It should still count as a loss, but they shouldn't take IP for a 4 v 5 where someone has fed. Now, here is how this would work. The afker would have a 100% loss with -50 IP for going afk in the game. Not only that but they would be banned from doing ranked (only) for 24 hours. This might sound harsh, but I feel it's the only way to eliminate trolls. Also, for those people who get dc'd by league - submit your bug report to riot to get your ban lifted, granted it doesn't happen often. This would be a special ban that would cause people to stop losing their series just because a troll realized they were on it. I honestly believe also that people who have gotten negitive reports in past games will be temp banned from ranked. Why? Because too often I see people who are like "Idc, I've been reported like 20 times last game, your report won't do anything" This would mean if they piss off your entire team, they get reported by your entire team (negitive attitude, trolling) by a 4/5 count, they should have a time out from ranked, simularily how you put children in timeout. This would by far improve the community simply becuase if they troll once, they won't be trolling again for a couple hours. It would limit the amount of trolls. Another thing I think we need to do is allow players to ban a player from a ranked game, lets say you're in champ select and you have a Ahri who decides to jungle without smite, as an AP, last pick, when they were supposed to be support. Your entire team should have the right to say "kick" and then that spot would be filled, but that person will be unable to rejoin YOUR game. The other team would get a message such as "Searching for replacement player"

this would also worked for DC'd players who never connect to the lobby and time out from the server.

TL;DR:

We need to improve the lol community, by increasing ban times for repeat offenders, punishing afk with a loss and -50 lp (If they are at 0, make them go below 0), and banning people from joining ranked if they were recently reported for verbal abuse by more than 3 people from a team/teams (including the opposite team)

Also a kick player function in champ select so we can remove trolls before a game even starts.

Also, I'm sure that this has happened before, these threads, I'm sure I'll get flack from people, and trolls will be trolls. I'm looking for constructive criticism and conversation and debate. Save your flame for other forums, you'll be ignored and are only giving me publicity by posting. So thank you trolls.

one big problem of this would be let's say you are in a game and your team isn't doing well. So either 1 of your teammates just leaves so that your team doesn't get punished for the Loss or your team harasses someone to leave the game.

Edit: although I do think it would be nice to have like a restart if a player never connected at the start of a game. Hopefully the Team Builder thing works out great and we can prevent trolls in the Lobby.

Furthermore to add onto this, we might even be able to incorporate a function that drops the afk player from the game after a certain time, kicking them from the game entirely, then putting the game into a que to have a person join with the same amount of gold that the person before they DC'd had, and an exp boost allowing them to farm their way up to the level of the other players in the game, This would allow a new player to join and fill that spot with the same champion and gold pool the original afker would have. The spot would only be filled with those in good standing, ones which don't have a "troll" stamped to their name with thousands of "intentional feeding" reports. These would be que'd for through the game selection, just as custom games, you can look at the games searching for new players and join an existing game. The player joining would have the option to sell the items the player had bought, or refund all gold spent so far (except for consumables) and play the game anew.

TL;DR - Allow good standing playsers with few reports in the last week or so to join existing games.
