What's with all the Bots in Summoner's Rift (Normal)?

Anyone else notice there are a ton of bots in Summoner's Rift (Normal) lately? I knew there were a lot in Dominion, but I never really stopped to think that perhaps all these teammates in Summoner's Rift running around in circles, not replying to anyone, are actually bots.

Does Riot have any plans to address these bots? I think less banning would be a start, because people who get banned end up botting or buying level 30 accounts off the black market. I think Riot is starting to shift away from banning and more towards chat restriction from what I read, that would be good in my opinion, less bots in the long run that way since they will have less people buying the accounts on the black market.
