I have seen many people with very rare skins, so I ask them in game "Where did you get that skin?" Most respond, "A year ago" When usually, the skin wasn't out a year ago. What is going on with these hacks, and, is Riot trying to even solve them?
1 year ago you could buy rare skins if they were given out on a code on third party websites.
They probably just didn't remember exactly, and gave you the short answer. Is that really what made you think they hacked them in?
it really depends on the skin at hand. remember that there are different types of rare skins with Limited Edition (although to my understanding they no longer do these types of skins anymore, Championship Riven being the last) and Legacy skins which come out usually during Holiday or Special Events like Christmas, Halloween, World's Tournament!
