Q max first W second. Face of the Mountain, Sighstone, Locket, and Frozen Heart will be the ideal core (40% CDR, nice auras, kinda tanky). Use ult + Q CC and W dmg to try and peel things off of your carry, or help dive. Locket+Face of the Mountain give a decent shields.
Ideally lane with an ADC with a similar spike at 6 like Graves or maybe Jinx.
Jarvan's better as a support because he can poke without engaging/pushing the lane. Also has more utility when he doesn't build damage, with a knock up, slow, and then his ult.
Vi I'd think to just go straight up kill lane, since she has such good burst.
