Go to http://na.op.gg/summoner/userName= and type someones name and make sure the region is correct too. If they are in a game, click on the "In Game Info" next to the Blue "Renew Data" button.

A dropdown will appear with a Blue "Spectate" button, click this. It will donwload a .bat file (which your computer more than likely will block) and then you run the .bat file.

If you computer rejects the .bat file, go to downloads click on the file and find something along the lines of "Download Anyway".

I use Google Chrome, I don't know if FireFox, IE, ME, or Safari auto blocks "malicious files". If these browser auto block the file, just google "How to Recover Malicious file from downloads [insert browser name here]".
