It says if we play gankplank before the 10th we get a free skin for him, but he's been disabled for super long, will we get a chance to even play him?

Yes, he will be enabled with the patch tomorrow. Also, if you played his rework already before he was disabled, that counts too; so if you did and own him before the 10th you already earned it.
