becoming a riot member
is there somewhere i can go to become a riot member i was interested on maye helping out on the boards is there a place where i can go to see the requirements?

Don't let absence of Rioter status keep you from helping out on the boards. Can't really say what to do if you want it, though. I think you may be wanting to be a Wrenchman.
