Which ranged mage has the highest base AD?

I recently noticed that Malzahar has 106 base AD at level 18 while Thresh has only 85. I started wondering why there was a 21 AD difference between the two of them considering some mage tanks like maokai and cho'gath have some of the highest base AD. Does Thresh's low base AD have something to do with his AD off-build?

Maokai (63.544) has the highest base AD in the game.

Galio (61.97) or Malphite (61.97) have the highest of 'not-unusual' mages.

Ekko (59) has the highest of current meta mages, followed closely by Kassadin (58.852).

Highest ranged mage is Brand (57.04).
