No Goat Ward Skin?!

What the butt! I've literally waited years to get a ward skin to drop on the ground and be like "I'm proud to be a Sheep and screw up your game with vision!" But no for some reason there's just a dragon head and a ward skin from two years ago? Why isn't there a banner with a goat on it like every other year?
