[idea] Being able to choose language disregarding the region

I don't know if the language is related to the server's region (and if it is : why). But I'd love to choose the game language even if I'm EUW and lets say, for example, I wanna play EUNE (lets say because EUW is down ^^).

Even for NA or w/e region. I know this is not essential for Riot but I was just wondering if this language selection was due to a technical reason or chosen by Riot.

TL;DR : Let us chose the game language, Riot plz!
