Server Issues?

Is there a serious server issue going on with the season ending? In the past two weeks or so I've experienced serious lag issues (We're talking >3000ms spikes coming down to only ~300-600ms) I've had other people in my games complain about it, so it isn't a problem on any one person's computer or internet. What's going on Riot?
