So I have another account which is called Ashe99, Lvl 30, Silver 5, own all champions. But I just made a new account which is the 9th Doctor. So I was wondering. "How do you level as quickly as possible?" I don't know if the XP and IP boost will give you a lot of XP. Any tips?

Get an xp boost not an IP boost. Other than that you could just win games, easier said than done I know...
Its probably a double xp boost for however many days you pay for. Don't take my word for the exact numbers though. If you were to look I'm the store te description would probably tell you.

Buy both of the XP boost types, then play as much as possible before the timed one runs out.
