Special Characters In Name

this might not be the right place I don't post

Did they take out the special character block on name change? It says I can only use:

"0123456789ABCDEFGHIJKLMNOPQRSTUVWXYZabcdefghijklmnopqrstuvwxyz" because I am in NA.

But I just changed my name using an EUW character and they allowed all of them it seems execept the Russian characters.

Did they change it so you can use the special characters again because I couldn't find anything saying they did or is it just a bug?
