Allow the block button to stop putting you with players (in norms)

I just had a guy on my team. Extremely toxic player. Trolling everyone because the roles he wanted were already taken by the time he loaded into the lobby and he had to support. Not only was he trolling, he was also flaming. So I mute him, obviously, and report/block at the end of the game (to prevent the spam friend request that these people typically do). Load up into another game and guess who is on my team? Yup, same guy. Guess what he does? Same exact thing. Says, "fuck you I'm mid" to the guy that had called mid lane, autolocked TF, and proceeded to troll him.

Why can I not just block this player and stop myself from getting queued with them? Make it so we can at least do it in normal games, that way people can't use the extremely high elo abuse argument.
