Change surrender conditions.

I love playing league and it is one of the most entertaining games I've ever played, one thing that has been really annoying me recently is the surrender mechanics in the game. To start i would like to say that i do not think the surrender button should be removed, i do think its power should be limited.
i want to start by talking about why i think the surrender mechanic should be changed. The issues i have with the surrender button is that it discourages competitive play and demolishes end game potential. Relating to my first point, i want to say that in the "no hope" situation surrender should be an option, however the majority of surrenders i have seen are not this type of scenario. most surrenders i see are immediately after a baron, or after one inhib goes down. Alot of times my team has surrendered when down by 3 kills and 3k gold just because a tower went down, or there was a double kill (true story). However another huge problem i have had with surrender actually is with the winning team. after looking through some of my past matches, about half of my victories recently have been surrenders, the main issue i have with this is that is kills my enjoyment of the game. I don't claim to be an amazing player, and ever when i am winning i am usually only very slightly ahead (as is the rest of my team), when i finally get the items i need most on my champion to get the most satisfying game play, the other team surrenders. This is extremely annoying to me as all of my 20 minutes of work and hard fought battles now gives me no reward, all the minions and farming and trades give back no rewarding end game power. Because of the enemy surrender i was denied satisfying game play, making the time spent on the game essentially a waste. surrender essentially means both teams lose , neither team enjoys the game. which just sucks.
While it easy to see the problems with surrender, less endgame fantasy and less competitive play it is harder to make solutions to these problems. Here are a couple of possible solutions i came up with though i admit that none are perfect.
Surrender conditions: -a teams surrender vote must be unanimous unless they are behind a certain amount of kills/gold and after a certain amount of time has passed. (as i am not claiming to be at the top levels of league game play, i would like to ask what you believe would be good values for these numbers(kills/ gold deficit) I ideally want a number that prevents surrender in fairly even matches without making surrender impossible untill they have already onw the game anyways. i would love input as i don't know about high level balance to make this estimate well myself) -players can always surrender if a member of their team is afk for 5 minutes (regardless of time) or if the vote is unanimous and 20 minutes have passed. in other words, you must have a unanimous vote unless you are losing pretty bad. -players cannot surrender if all three of their inhibitors have been destroyed (surrender votes started before these conditions are met are still valid)
- if the enemy is ahead by an outrageous amount of gold, like 25 kills, and like 10k gold, the surrender conditions change so that only 3 people must vote yes for surrender to take place -Optional (not sure if this is a good idea or not) if 3 members of the team vote for surrender at least 3 times in a row, the surrender will pass even if two people oppose it.( alternate: you may not vote no to a surrender more than twice in a row)
Another idea is that their could be an allow surrender option either when selecting the game mode, or to be voted on my all players at the beginning of a game
I personally like the surrender conditions option as it still allows for surrender to take place at all times if all members of the team which to end the game but still makes it less likely which will make it less of a problem. However it also is less vulnerable to tyranny by one player who refuses surrender when his his whole team wants to. the "optional" would further this effect. i tried to create these rules in a way that would cut down on the quot;surrender all the time" ideal i have noticed, while still allowing people to move on from games that are truly just a waste of time. the reasoning for my rule of no surrender for any reason if you have lost all of your inhibs is that with 3 waves of Winions beating down upon you base, it will end soon no matter what, and the enemy team deserves to kill your nexus personnel instead of merely accepting your surrender.
To sum up my long post I believe that surrender should be changed so that votes must be unanimous unless certain fairly unextreme conditions have been met. This is done to help fix the problems of decreased competitive play and lack of endgame fantasy caused by frequent surrender. After reading the forums i noticed lots of dislike towards people who refuse to surrender no matter what. i included the voting no to surrender cap to help limit their power in this situation.also if you are losing very very badly, only 3 votes are needed to surrender If you did not read the full post that is ok, but please do not make comments based solely upon this paragraph as many things were left out (obviously). Based upon replies from the chat I would also like to say that the goal of this idea is to find a balance that satisfies both those who want longer more competitive play, and those who wish to surrender.
