Does riot ever refund skins you don't really use anymore?

I mean I bought the warring kingdoms katarina and that recall animation is just too fun. And ever since they resold kitty katarina I haven't really liked the skin all that much honestly. Lost its "ooh cool rare" feel...

So I was wondering if I could just get a refund and go buy teemo skin(Kappa) with it?

I thought that for "legacy" skins that they later rereleased they refunded the RP to the original owners? But I don't know if that Kat skin was in that category.

"I got bored with the skin, I want a new one" is not really a good reason for them to refund things. You can use a refund credit if you still have any, but you only get three per account.
